Vilomah Foundation Board Statement on Executive Director’s Testimony Against the HALT Fentanyl Act


The Vilomah Foundation stands in unwavering support of our Executive Director, Susan Ousterman, as she courageously submitted testimony to the U.S. Senate, advocating against the HALT Fentanyl Act. This legislation is yet another misguided attempt to address the overdose crisis through punitive measures rather than evidence-based public health solutions.

As an organization dedicated to honoring the lives lost to the drug war and preventing more premature deaths, we firmly oppose efforts that double down on criminalization instead of expanding access to harm reduction, treatment, and prevention. Susan’s testimony reflects not only her personal loss but also the voices of thousands of grieving families who know that increased drug scheduling will do nothing to prevent future deaths.
